Justification: renders package unusable

After a partial dist-upgrade to Debian 4.0, 'host' fails:

  [EMAIL PROTECTED]:~$ host -t any localhost
  host: symbol lookup error: /usr/lib/libbind9.so.0: undefined symbol: 
isc_net_pton

This appears to be the same as #344853, but that appears to have been fixed
in January 2006.
