A typo or copy-paste error in debian/rules leads to bad shlibs
dependencies in packages that build against libnspr4-dev.

e.g. libnss3-0d has dependency on libnss3-0d >= 1.8.0.10 instead of
libnspr4-0d.

Fix is checked in. Just bump version of changelog and reupload.

please take care that nss is respun too as current dependencies for
non i386 are broken.
