If you're including .debs from outside Debian, there's no way you're
going to get a Debian signature on it anyway. But you're not trying to
call the hurd CDs "Official Debian CDs" anyway, so that's not a problem.

That's not going to stop you from having your own signature on it
though. All you'll need to do is create your own Release file and sign
it yourself.
