This is because the netinst CD image is not designed to be a usable debian mirror. In lacks udebs for all the disk drive modules that are compiled into the CD initrds, and since the netboot initrd does not have any disk drivers, you get none. It's illogical to try to use the netinst CD as a "mirror" anyway for offline installs. If you're not online, then the netinst CD does not install enough of debian to be generally useful. If you use the full CD it will work ok; there are also plenty of more standard ways to set up a partial debian mirror. I'm reassigning this bug to partman as any hangs at 55% are bugs, and as there's an known bug that it should do something smarter if no disk is detected. -- see shy jo
