I filed https://bugs.debian.org/1129082 for this issue. The task-japanese* packages actually prefer mozc. mozc isn't in Debian Testing but is in Debian 13. See https://bugs.debian.org/1057080 for earlier conversations about the same behavior in ibus-mozc. Thanks for the additional links. I've learned quite a bit about how Debian Live works today.
