currently it works. Assuming you had an x86 PC

  https://get.debian.org/images/archive/3.0_r1/i386/jigdo-cd/

offers 7 pairs of .jigdo and .template files
  woody-i386-1.jigdo
  woody-i386-1.template
  ...
  woody-i386-7.jigdo
  woody-i386-7.template

Trying to download woody-i386-1.jigdo and woody-i386-1.template shows
long connection time and throughput ~ 100 KB/s when download begins.

  gunzip <woody-i386-1.jigdo | less
shows no "# Image size" line which newer .jigdo files bear.
The further adventure reveals that the image has 612,125,014 bytes
which would fit on a "650 MB" CD-R medium.

I ran in the directory with the downloaded .jigdo and .template file

  jigdo-lite woody-i386-1.jigdo

and answered with empty input to the two prompts

This lead to many messages with success, but also with failures like

Finally the program said:

  Aaargh - 104 files could not be downloaded. This should not
  happen!

A repeated run did not find more packages.

So we would need a better URL for the jigdo-lite prompt:
  Debian mirror [http://archive.debian.org/debian/]:
