As Jimmy already mentioned, this is only for GCE which does not support IPv6. Currently I'm reimplementing scripts from build-debian-cloud (which was written as set of shell scripts) in Python to be included in bootstrap-vz. There was script disabling IPv6 so I eagerly copied it ;-) When there is possibility to use IPv6 we can add option in manifest to enable or disable IPv6. For now disabling is permanent.
