Cloud-init writes '/etc/network/interfaces.d/50-cloud-init.cfg' with interfaces 'eth0' and 'lo'. When networking.service starts or restarts, it does not bring up 'eth0'. But if I rename 50-cloud-init.cfg -> 50-cloud-init, it starts to work. Also, changing the content of '/etc/network/interfaces' file to 'include /etc/network/interfaces.d/*' makes it work without renaming.
