Debian nocloud image not booting

Hi, I'm having difficulty. Your Debian 13 nocloud qcow2 image won't boot for me. My VM xml is below and I've attached (vi send file link) an image from the console at the point it get's stuck. I have other VMs that I use regularly that I have installed from ISO, including Debian 13. I've searched around the forums for information but cant find any information. Can you help.
