I can answer that: first, because I didn't think the committee was ready to deal with such an important issue at the time (and still don't), and second because I think having ignored the GFDL for this long that it's not a simple matter to apply existing policy, and thus appropriate for ftpmaster/release team/tech ctte to decide off their own bat.
