I understand your point, but the more I learn about OpenRC the more
likely it seems to me that supporting it as an enhancement of sysvinit
makes sense as the "other" init system than just sysvinit alone.

Whether you choose to think of that as meaning we have 3 or 2 after a
transition interval is debatable.

If your real point is "pick systemd *or* upstart and don't try to
assert that we should support both", I can easily agree with that.
