I think this position is consistent with allowing each maintainer broad
autonomy, and not overly burdening them with requirements that may make
it difficult or impossible to provide bug fixes and other improvements
From newer upstream versions.

Yes, I'd consider it a bug, but I'm not sure it reaches the level of an
RC bug.
