You've this doubled 'a' on two occasions in this text.Presumaly we would not want to see new packages adopting the use of vendor-specific patch series prior to Buster. Do we need to make the "SHOULD NOT" conditional on the package already having a vendor-specific patch series at the time of this resolution?
