It's absolutely no decision - just a lack of knowledge from my side.
I don't really know how this works, but i've just thrown this advice to ask everybody if this is an interesting feature to use.
I think it would be useful.
Another option would be to create it and use it manually on the rules if you decide to use it ;)
Any reasonable patches are welcome
