Have a look at: http://bugs.debian.org/206768, the final attachment
has a URL of:

 (text/plain, attachment)]

Is there any reason why the filename is included in the URL after the
"bugreport.cgi"?  (I'm sure there is, it just confused an automatic
parser I was using.)
