* Removed forced CXX=g++-3.3 that I had probably put here for testing
purposes (Closes: #200818).
* Install a /var/cache/xproxy/ dir so that xproxy would start (Closes:
#177308).
* Removed "set -e" from xproxy init.d scripts, since it's not customary and
would require quite some work and testing to ensure things work as
expected then. Should at least ensure xproxy can be upgraded when not
configured but not running.
* Be sure xproxy cache and logdir are removed before their creation is
asked (for now, that means on each restart).
* Support "noopt" build option instead of "debug".
* Bumper Standards-Version to 3.6.0.
