* Run 'libtoolize -c -f' so that libtool works on more architectures

- Aargh, bitten by libtool 1.4b's incompatibility with autoconf 2.13.
Updating configure.in to 2.50 seems to be the easiest solution.
* qub-dev depends on libqt-dev rather than libqt2.2-dev (closes: #89777).
* Package uses autoconf directly, so build-depend on it directly.
* Remove emacs local variables from this changelog.
* Update config.sub and config.guess to CVS 2001/08/26.
* Append to LD_LIBRARY_PATH rather than clobbering it while calculating
shlibdeps.
* Add undocumented(7) symlink for qub(1) (bug will be filed).
