* fixed background environment-build problem (there were mistakes in
the Make-Env makefile).

* changed to use autoload correctly, so it only loads when wanted
* sped up installation by borrowing ideas from other emacs packages
* wrote real man pages for xoobr(1) and ootags(1), replacing the
undocumented(7) ones.
* corrected the location of beopen-banner.xpm in hypb/hypb.el;
I had missed that one in the 4.07-9 changes.
* removed lots of BeOpen.Com self-promotional stuff from the packaged
documentation, because their hosts are no longer accessible; updated
where appropriate to refer to the current upstream source site instead.
* removed the "Get-Support-via-Email" and "Mail-List-Request" menu
items, for the same reason.
