Debian has always exhibited this behavior for me. There's a simple workaround: don't log in as root. I don't know which is more distasteful: That you have telnet enabled, or that you have enabled remote root logins via telnet. Interesting, RedHat 5.1 (and up?) exhibits exactly the opposite phenomenon. Log in as root and you get the right paths. su without '-' and you don't.
