I'm not sure I would expect my dictionary to be sorted this way. In any case, many dictionaries are sorted in arbitrary, non-lexical manners. Unix doesn't need to emulate that; Unix needs a reasonable sort order that works for a shell and keeps an alphabetic order people (of that language) would consider reasonable.
