I noticed this a couble of times in unstable as well.  Its a problem with
dselect, not the locales pacakge.  It happens when it spawns apt when you
select (U)pdate, or (I)nstall.  Hitting ^Z as it runs dpkg to (C)onfig, or
(R)emove does not cause a problem.
