I suggest that there also needs to be clear guidelines as to what idle period would be long enough to warrant a repeat or escalation of the RFS. Should urgent uploads also follow the exact same procedure? Do you think that the exposure and number of developers subscribed to -mentors is sufficient enough to provide regular and swift responses? Mentors is described [1] as "Helping newbie developers" and some maintainers who have had their packages regularly sponsored previously have never actually had a 'mentor' as such assigned to them. Should there be another list for RFS similar in nature to the WNPP list if you feel -devel should be avoided totally?
