Given that in practice the ftp-masters get the final say, it isn't.
If you don't count that, saying "Anything in debian is software because debian
only distributes software" is as well.
I tend to agree with the probable conclusion of applying DFSG to determine the
freeness of anything in debian. However, the reasoning is fundamentally flawed.
David Harris' explanation is much better.
