I think at least the RCness of this bug is rather dubious, frankly. If the script is configuration (i.e. is human-editable and is expected to be edited by a reasonable number of people to configure acpid in some different way without having to hack acpid's source) then it should stay in /etc. The FHS doesn't forbid that, and if people really are editing it then it should definitely not be in /usr.
