If you can't provide evidence that a change produces a speedup of at least 10%, don't change anything, since the changes itself would probably be too expensive. Maybe we don't have to depend on 10% but on 5% for the kernel, though. Even this discussion is expensive and for little gain except somebody can prove that certain optimisations account for a certain speedup and the price of more packages, more maintenance, more size etc. should be paid.
