I just want to keep packages which will have FTBFS bugs which can be automatically detected out of the door. Currently we have more than 100 FTBFS bugs. It is hard to say which of them could be detected at upload time. But if there is an automatic method to sort out packages even before they enter unstable we should do so to stop their influence to other dependant packages.
