This could easily be prevented: the priority of a package could be
increased if it is longer than T in the queue (or if it's really long even
give it top priority over any other package). You would get the situation
that higher priority packages get built first, but from time to time a
lower-but-long-waiting package gets built to prevent starvation. Seems
like a fair situation to me.
