Yes, but all conffiles have a function.
The function of /etc/lsb-release is to provide the lsb package with
information about the version of the supported LSB on the system. The
function of /etc/issue is to provide a message before logon.
Using the latter to perform the former's function is like using a chisel
as a screwdriver. It might work, but it's not really the right tool for
the job.
