In germany the post offices offer a service where you hand the clerk your id and he will check it, enter the details into a letter which he sends to the receipient. This is called "postident". That way you can do age checks and idendity proofs. However you have to trust a random person to do the job right. PGP has (undefined) assurance levels to express this.
