Given the small size of tex2im I think an own package for it would be bloat. Though I'd suggest to try getting it in one the packages it depends on instead of a package depending on it. (As it mostly is a wrapper around latex&dvips and convert, tetex-bin or imagemagic would be good candidates. Perhaps just ask their maintainers what they think about it).
