Debian already has a nice way to fix this -- if X doesn't start it tries a couple of times and then disables itself and offers to show you the log or drop you to a login prompt. I don't know if this functionality is from the X packages or from gdm etc. but it is a much better solution than the band aid offered by run-levels...
