Nobody is ignoring the Mozilla trademark license. The issue is that Debian is being offered non-transferrable rights to the trademark. And whether not having DFSG-free rights to the *brand* makes the *product* non-free. FWIW, I agree with the proposed extension to DFSG#4: [in terms of distributing software,] Debian will not accept or exercise rights which cannot be granted to Debian's users.
