Hi,

I'd like to propose, for new -dev packages, to 
name -dev packages after their runtime library counterparts.


If the library package is named lib$NAME, 
call the -dev package lib$NAME-dev.


For example,


libxxx0 will have
libxxx0-dev.

libfoobar-2.1-0 will have 
libfoobar-2.1-0-dev.


This allows mechanically determining shared library 
package and corresponding -dev package.
This was raised in the Shared library BOF @ Debconf5
which was held this morning.

For transition purposes, I would like this only to be 
enforced on new packages, since renaming every single 
-dev package would be prohibitively intrusive,
but would like to enforce this rule for new packages.
