IMHO, a 'dh_user' would produce automatically the code I introduced in the
Developer's reference, so that maintainers just need to add:

dh_user $SERVER_USER $SERVER_GROUP $SERVER_$NAME $SERVER_HOME

to their debian/rules' binary target and it would 'automagically' add the
proper code to postinst/preinst and (optionally) to postrm. No new
functionality to adduser, just generates the maintainer code preventing
others from reinventing the wheel when they have a need for a (dynamic)
system user. It could even add automatically generated code to the init.d
script to check for the user/group (although there are no hooks currently for
that)
