Sometimes lintian tests have bugs / limitations - false positives which *can* be fixed but haven't been. In those cases, you're not supposed to add a lintian override - instead, file a bug against lintian, and live with the warning until the bug is fixed. If you want to reject uploads which are not lintian-clean, you'll have to convince the lintian maintainers to stop advocating this policy.
