At least three possibilities:

(*) most systems probably have both installed anyway, so why not merge the 
packages? (Back to kdepim-libs...)

(*) have libkcal2b only recommend libkdepim1a

(*) split libkcal2b into the lib and a separate libkcal-plugins package.
