There's not much that can be done about that besides using 587 or similar. In such a case the user should be prompted for an smtp server which actually works instead of the default. I'm personally not too terribly interested in implementing an HTTP access method for the BTS, because it makes it more easy for bug submissions to be sent from people who can not be accessed via e-mail. I don't have a problem with someone else implementing such a service that actually verifies the e-mail address of people, though.
