Good question. I asked two times if the data is modifiable, but did not get a clear answer. On the other hand, "use the data however [you] like" does not forbid modification. My plan is to re-ask before uploading, when sending a "I am delighted to tell you that your data is entering Debian" mail. I will explain again that being distributed in Debian means claiming that anybody can redistribute modified versions of the data. I am a bit reluctant to insist and ask the same question three times in less than a week. I already told the upstream people that non-modifiable mean non(-dfsg)-free, and that non-free is a bit cumbersome to distribute (for instance in live CDs). This did not trigger any reaction. Maybe I can unbrand the mails I sent them and publish them if you want post-proofread them... Althouth I intended to be clear, I am not a native speaker...
