Speaking as one of those maintainers, I hate to try to build against experimental because it's difficult for me to build and test. I don't have any systems that are installing Apache from experimental, and it's a bit annoying to try to get all the pieces lined up properly (a pbuilder with experimental packages, for instance). It's much, much easier to test against unstable, and I already know that my package supports Apache 2.2 at the compilation level.
