You are at odds with Policy with regard to most users and Recommends here,
as I read it. Section 7.2:

     `Recommends'
          This declares a strong, but not absolute, dependency.

          The `Recommends' field should list packages that would be found
          together with this one in all but unusual installations.

In other words, most users _will_ need to use the packages given as
Recommends (which is why aptitude installs them by default). Suggests is a
completely different game, though.
