It is, but not in a way that is useful to you, only useful for packages in Debian proper (or in the contrib / non-free sections of our mirror network). By default, bug reports are sent to the Debian bug tracking system, who does indeed send a copy of the report to the Maintainer. But only for packages it knows about, that is those in Debian; it takes the Maintainer field of the most recently uploaded version of the package from its own database, not from the package as installed on the machine the bug report was made from. Bug reports against packages not part of Debian are, I believe, returned with a message like "I don't know anything about package FOO, can't take a bug for it.".
