Yes, there is! The ffmpeg-free source package in experimental now ships
a get-orig-source target, which respects the DEB_BUILD_OPTIONS
variable. If you set that to 'risky' it will skip the 'stripping' part,
and creates you a perfectly clean tarball without any disabled
encoders. Moreover, if you build the source package with
DEB_BUILD_OPTIONS set to 'risky', it will enable additional codecs.

Too bad that ftpmaster doesn't consider such a tarball acceptable for
non-free. If someone is willing to maintain, host and distribute such
packages, please contact me privately.
