No, the bug is about classifying "divergence from upstream" as a bug
to be tracked in the Debian BTS. The location of patches isn't a
necessary part of the proposal.

Patches in the BTS are listed in the proposal as a "can", not a
"should" -- i.e. something that would be a natural part of the
workflow, but not a necessary part of the proposal.
