Yes, packages targeted for Debian should be built with the latest
available packages from ‘unstable’ at the time the package is built.

I think I have created a base chroot image using pbuilder and updated it.

How do I build packages now in it?

1) using a .dsc (but those packages are already in Debian right? Or can I use .dsc files from all other types of distro's?)

2) downloading a tar.gz package?
