I can't think of any way to do what you want with version 2/3 watch files. It should be possible to do it once the version four watch files spec is established and implemented, as I do plan to add support to extract the version information from a plain text (or anything that can be parsed as plain text) file and later build a url with it. I must say that I haven't yet decided how to do that, as I guess some would need to extract the base url from some other page, or find the final link based on the version on some other page, or so. What you want is basically #395439 plus a feature that could be used to build links out of freshmeat's xml data.
