Hopefully packages with patch systems will be mostly replaced with 3.0
(quilt) format once DAK allows them. With 3.0 (quilt) formar
dpkg-source -x already applies all patches and that is what we want.
That just leaves packages with complicated patch systems and/or
conditional patches.
