Except packages uploaded to unstable will automatically migrate to testing, the next stable release. So, if you already know in advance that the package is not suitable for any faraway release, you (the maintainer) should either file an RC bug against the 'unstable' version in order to keep the package out of testing or should have uploaded it to experimental.
