If there's a clean plan and working software we can run this on Debian infrastructure. We're working on providing (partial) archive rebuilds. Currently two machines are dedicated for this and needed two weeks to rebuild all packages for amd64 with a simple setup. This will also be announced as soon as we improved the setup a bit. This case is a bit different than a simple "let's rebuild everything" or even "let's rebuild everything with $dependency from experimental", which we already support, because it changes the build target invocations. We use the same software as the normal autobuilders (i.e. sbuild git/branch buildd), so that one shouldn't break. But a patched dpkg-buildpackage might be acceptable, too.
