Let's not just forget that Amazon EC2 AMI is a nice thing to provide, but interface to get ssh-keys etc... (just look at ip used to get meta data) is propriatory and will not work with other cloud softwares (public or private, such as open nebula/open stack). Only EC2 interface is shared to manage the interface, but not the init scripts required etc...
So Debian would need to create virtuals machines images specific to Amazon but also some others... Generic images (basic vm with ssh logging instead of using ssh keys) would be required for use in private clouds or just companies/users using virtual machines...
