Err, I guess it watches for the currently active window, and on switch,
switches the whole X server keyboard layout?  That's a costly approach,
when you can much more efficiently redirect the keymap updates, to send
the appropriate keymap update to the appropriate windows just once and
be done with it without having to watch window switch.
